Lisbon looks compact on the map, but the hills matter. Baixa is the easiest base for first-time visitors because it is flat, central, and simple for transport. Alfama has more charm, music, and old-lane atmosphere, but luggage and steep walks can be annoying. If you want a romantic stay, Alfama can be beautiful. If you want low-stress sightseeing, Baixa or Chiado is usually easier.
